In an effort to strengthen community livelihoods and promote inclusive development, the Directorate of Mining has embarked on a series of engagements with kokoto (ballast) sellers in various locations.
The initiative aims to include the local kokoto miners, transporters, and small-scale traders in policymaking- particularly on revenue sharing, licensing, and safe working conditions.
Speaking during a community meeting, Chief Officer of Energy and Mining Triza Amoni emphasized the directorate’s commitment to building a mining sector that prioritizes both people and the environment.
“The kokoto business is a daily source of income for many families in Turkana. We want to ensure everyone benefits, and not just a few middlemen. This is why we are here to listen to your challenges and discuss solutions,” she said.
The kokoto sellers voiced concerns on high levies imposed by brokers, accessibility to excavation sites, need for protective gear, and safety training.
Mama Sally, a kokoto site owner from Kawalase said the business has great potential but lacks adequate support.
“We are ready to comply with the law, but we also want to be included and recognized. Brokers are taking advantage of us and withholding money meant for us. We need the County Government’s help to stop this,” she shared.
The meeting also addressed the need for cooperatives, with Turkana Consumers Cooperative highlighted as a promising platform through which kokoto sellers can receive payments directly, surpassing exploitation by brokers. The participants expressed interest in being formally organized under such cooperatives.
The Chief Officer revealed that efforts are underway to map active extraction sites and introduce structured licensing systems that will promote fairness, accountability, and environmental conservation.
Nickson Merimug Eloto, Director of Mining, reaffirmed commitment to supporting kokoto sellers, describing the sector as a ‘hidden gem’ in Turkana’s economic development.
“You are part of Turkana’s development journey. We want you to work in dignity and earn a decent living,” he stated adding, “Going forward, we are looking into purchasing equipment that can help ensure safety,”
The directorate will collect feedback and work on an action plan to guide future reforms ensuring that community voices are amplified.
