VNG International Trains Officials on Governance and Refugee Integration

Heads of departments from the Turkana County Executive, County Assembly and Municipalities have completed a two-day training on governance and refugee integration facilitated by VNG International under the Sustainable Development through Improved Local Governance (SDLG) Program.

Dr. Samson Logiel, a governance expert and lead trainer, said the training was part of a plan to strengthen the capacity of officers serving both host communities and refugees in Turkana.

“The presentations went beyond finance and budgeting. We also addressed accountability, compliance, and public policy issues that affect service delivery in the context of host-refugee integration,” Dr. Logiel said.He added that the training content was tailored to improve coordination and policy implementation.

Speaking on behalf of the trainees, Wilson Ikamar, Deputy Director for Human Resource at the County Assembly, said the technical team supporting MCAs on procedural matters had gained significant knowledge.

“The technical team supports the Assembly in handling procedures and delivering its core mandate of legislation, representation, and oversight. Our capacity needs to be enhanced so we can offer better support. We appreciate VNG International for the training,” Ikamar said.

He noted that the training was timely, coming after recent amendments to the County Assembly standing orders to include refugee affairs under the committee structure. The new content, he said, will strengthen the execution of the expanded mandate.

Omar Yusuf, Director Governor’s Press, described the training as an eye-opener on refugee-responsive planning.

He urged more partners to follow VNG International’s example and roll out similar programs to accelerate host-refugee integration.VNGi program manager Isaiah Ekai said that the training was an addition to prior capacity building programs on responsive refugee planning.”
