Turkana County has rolled out its first five-year staff establishment plan designed to align workforce management with the County Integrated Development Plan (CIDP) 2022-2027 and Governor Jeremiah Lomorukai’s Nine-Point Agenda for Turkana.
The move is aimed at enhancing service delivery and optimizing human resource management. It was officially launched by Governor Lomorukai at an event in Lodwar following its conclusion by the Turkana County Public Service Board.
Governor Jeremiah Lomorukai said that the plan will sustainably address longstanding staffing challenges and ensure a more organized and efficient county public service.
“The plan developed to cover a period of five years is leveraged on the Human Resource Manual, Salary and Remuneration Commission guidelines, and other key resources. The plan will ensure optimal staffing levels across all county departments as it is aligned with the strategic objectives outlined in the current CIDP,” Governor Lomorukai stated.
Governor Lomorukai emphasized the plan’s alignment with CIDP goals, stating, “This establishment is pivotal in our journey towards achieving the CIDP’s objectives. It is a critical step towards creating a well-structured and efficient public service that can provide better services to our citizens.”
The Acting Chairperson of the Board, Dr Pauline Akiru Ekod, highlighted the extensive consultations and collaborative efforts involved in the development of the document.
“This staff establishment is the result of rigorous consultations between various stakeholders, including County HRs, the County Director, and County Chief Officers. The secretariat played an important role in ensuring that all perspectives were considered,” she said.
The establishment plan covers a total of 14,464 positions, with 4,660 currently filled and a deficit of 9,804 positions across various departments.
The launch of this plan comes at a time when the board is actively engaged in several initiatives such as posting the advertisements for internship and radiologists and conducting suitability tests for staff promotions and re-designations.
The event was attended by County Commissioner Julius Kavita, County Assembly Speaker Christopher Nakuleu, Woman Representative Cecilia Ng’itit, Turkana Central MP Emathe Namuar, County Secretary Peter Eripete, and Board members Erastus Ngala and Major (Rtd) Dr Daniel Nawose.
Several Members of the County Assembly (MCAs) were also present, along with senior county government officials such as CECMs and Chief Officers.
