COUNTY’S MONITORING AND EVALUATION DIRECTORATE PROPOSES 1.5 PERCENT FUNDING OF THE DEVELOPMENT BUDGET

Turkana County Department of Economic Planning through the Monitoring and Evaluation Directorate has proposed a 1.5 percent of the total development budget in an effort geared towards to fully support the docket to optimally achieve maximum performance as required.

The Head of Directorate, John Ekaru, together with the rest of directors have argued that the proposed provisions of the 1.5 percent in the annual budget is contained in the Monitoring and Evaluation (M&E) Policy.

He explains, “we require Sh60 million annually which is equivalent to 1.5 percent of the total Sh4 billion development allocation.”

The M&E Director and the team said this while meeting in Lokichar, Turkana South, during the review meeting of the draft Monitoring and Evaluation Bill 2024.

The team has presented a clear roadmap on unpacking the proposed M&E Bill, 2024, following the necessity to have the bill considered and approved in November 2024.

Additionally, they also agreed to have the Office of the County Attorney unmask the Bill together with the legal team in the County Assembly under “One Government Approach”.

He disclosed a training of directors on electronic-County Integrated Monitoring and Evaluation System (e-CIMES) and advocacy workshop for the directors on County Statistical Abstract in early September 2024.

Data and Information Systems Advisor with USAID Nawiri, Joseph Emase, said the initiative’s focus on reducing persistent acute malnutrition underscores the critical importance of a strong M&E framework.

The endorsement of the M&E Policy by the departments, he said, marked a significant step forward to ensure its robustness and alignment with county needs and national standards.
