Turkana County Government, through its Directorate of Climate Change, has established a 12-member Contracts Implementation Team (CIT) to oversee projects under the Financing Locally-Led Climate Action (FLLoCA) program for the 2023-2024 financial year.
In an official letter signed by Chief Officer for Environment, Natural Resources, and Climate Change, Joseph Ekalale, the CIT’s responsibilities were outlined, with a directive to adhere strictly to the Public Procurement and Disposal Act of 2015.
The team, chaired by Director of Climate Change George Emase, includes representatives from sectors such as Water Services, Finance and Economic Planning, Agriculture, Public Works, Renewable Energy, and Environment.
This multidisciplinary composition aims to ensure comprehensive oversight and implementation of FLLoCA projects.
During an orientation meeting, Chief Officer Ekalale highlighted the county’s expectations for the team, expressing confidence in their ability to deliver.
Emphasizing the significant focus on water supply projects within the FLLoCA portfolio, he highlighted the importance of adherence to World Bank guidelines.
“We expect this team to lead the monitoring and evaluation of all FLLoCA projects and deliver a comprehensive performance report as per their mandate,” stated Chief Officer Ekalale.
The CIT is set to begin operations immediately, with FLLoCA projects already selected and awarded for implementation across Turkana County.
Members of the team include Engineer Fredrick Rukoo (Water Services), George Lodung’ (Director for Climate Change), Phoebe Ekali (Director for Environment) Engineer Jackson Lojore (Director for Energy), Thomas Kiyonga ( Deputy Director for Climate Change), Moses Loporon (FLoCCa M&E focal person), Yohana Ewoi (Accountant), Ann Edung (Procurement), Engineer Samwel Oloo (Agriculture), Bobby Ekadon (Livestock Production) and Engineer Ignatius Kopeto (Public Works).
The remaining two positions will be filled by respective water and climate change officers from the sub-counties.
