The County Government has pledged to scale up community involvement in projects implementation following a two-day sensitization on formation of community-led Project Management Committees (PMC). This is a model promoted by the Council of Governors through the State Department for Devolution.
Speaking during the closure of the training, Deputy County Secretary for Cabinet Affairs, Dr Albert Gamoe announced that the county would adopt the PMC model across all its departments. This is to ensure that development projects are anchored on community priorities.
Dr Gamoe further directed the departments of Public Administration and Gender and Youth Affairs to take lead in the process by utilizing their linkages with the community to sensitize the public through public engagement.
Noting that the facilitators from the State Department of Devolution had included visits to Monti and Nakwamekwi for practical learning, the DCS expressed hope that the trainees had fully grasped the content. He also stated that the trainees were ready to escalate the knowledge across all departments.
On his part, the Lead Facilitator Phoebe Kinuthia noted that adoption of the PMC model would assist the county’s push to entrench citizen participation in development.
“With funding support from the World Bank, this training aims to elevate the county’s efforts in institutionalizing community led monitoring and decision making. We are proud that Turkana is already on the right path,” he said.
Coming at a time when the county has adopted a devolution approved budgeting program that allows for allocation of funds to the Ward level, the training will aid the onboarding of community to ensure their effective participation.
Besides, the PMC model has been rolled out in all the 47 counties and endorsed by the Council of Governors as an instrument for realizing the principles of devolution.
According to CEC for Trade, Gender and Youth Affairs Roseline Aite who was also a trainee, the County Government would activate all channels for engagement with the youth, women and persons with disabilities as directed by the DCS to entrench public participation.
It is expected that the county will soon form a PMC rollout program. The directorates of Public Participation, Administration, Gender, Youth, and Social Services will be part of the steering team.
David Maraka, the Chief Officer for Administration and Disaster Management, also benefitted from the training.
