The outgoing County Executive (CEC) for Natural Resources, Mining, Energy, and Climate Change, Leah Audan Lokaala, has officially handed over the department to her successor, Dr Anthony Apalia, following a reshuffle of the County Executive.
Speaking during the handover ceremony, County Secretary Dr Amb. Richard Ekai emphasized the purpose of such reshuffles in improving public service delivery.
“It is a process we have to embrace to fast-track efficiency in providing services to the community we serve,” he said.
Dr Ekai encouraged collaboration among senior officers, noting that the success of the CEC depends on close cooperation with Chief Officers and technical directors across departments.
Reflecting on her tenure, Ms. Lokaala appreciated the support of her team, saying it enabled her to deliver key departmental goals. She expressed confidence in her successor, especially in tackling pending matters such as contested mining activities and border issues in Kainuk, as well as the implementation of Financing Locally Led Climate Action projects.
“I trust my successor to continue to effect positive change, particularly in areas still pending resolution,” she said.
Dr Apalia, the incoming CEC, acknowledged the progress made under Lokaala’s leadership and assured the team of his commitment to continuity and teamwork.
“I am particularly happy with the strides made by CEC Lokaala and I look forward to building on that foundation,” he stated.
In his closing remarks, Dr Ekai reminded all officers of their collective responsibility in achieving departmental goals.
Other officials present at the handover included Triza Amoni, Chief Officer for Mining, Energy and Petroleum; Joseph Ekalale, Chief Officer for Climate Change; and directors from the departments of Energy, Mining, Natural Resources, and Climate Change.
