County Executive Lopeyok assumes Water Department leadership, pledges consultative leadership

A handover ceremony was held at the Department of Water Services to officially mark the transition of leadership from outgoing Executive Committee (CEC) Patrick Losike to incoming CEC Willjustus Lopeyok as per the recent county executive reshuffle outlined in Executive Order No. 5 of 2025.

The event was presided over by the County Secretary, Dr Amb. Richard Ekai, who described the reshuffle as a normal and expected part of government operations.

“In government, changes and reshuffles are normal. As those appointed to support the Governor’s vision, we must expect and embrace change when it comes,” he said.

Outgoing CEC Losike expressed his appreciation to the Water Services team, commending them for their professionalism and commitment to service delivery.

“I am leaving behind a team that truly understands its role, purpose, and the importance of delivering services to the people as the same time safeguarding the interests of the government,” he said.

He further highlighted the importance of supporting the county’s three water companies —Turkana Urban Water and Sewerage Company (TUWASCO), Turkana Rural Water and Sanitation Company (TURWASCO) and Kakuma, Lopur and Letea Water and Sanitation Company (KALWASCO) – noting their role in increasing water access.

He also acknowledged the department’s development partners for their support, particularly during emergency situations such as droughts.

In his inaugural remarks, incoming CEC Lopeyok pledged to adopt a consultative leadership approach, emphasizing teamwork and inclusivity in achieving the department’s goals.

“I look forward to learning from the team, the environment, and the community. I believe in consultative leadership and together, we will deliver,” he stated.

CEC Losike headed to the Department of Public Service, Administration, and Disaster Management in the same capacity.

Also present at the ceremony were Chief Officer for Water Services Mark Achila, Director of Administration Patrick Imana, Director of Water Services Paul Lotum, and other members of the senior management team.
