County vocational institution managers to drive skills development through CBET

The Technical and Vocational Education and Training Authority (TVETA), in partnership with the International Labour Organisation (ILO), has rolled out a training programme for county vocational institution managers and trainers to strengthen their capacity in implementing Competency-Based Education and Training (CBET).

The workshop, held in Kakuma, brought together managers from eight Vocational Training Centres (VTCs) and five Technical Vocational Colleges (TVCs) to deepen their understanding of CBET as a transformative approach to skills development.

Opening the training, Deputy County Secretary Joseph Nyanga affirmed the County’s commitment to positioning CBET as the engine of opportunity for young people in the informal sector and local industries.

“Our vision is clear, skills must translate into jobs and businesses. CBET is the driving force that will power economic empowerment for our people,” Nyanga said.

He further praised the International Labour Organisation for its strategic partnership with the county government, noting that ILO’s support has strengthened VTCs and TVCs across Turkana.

“The initiative directly advances the Governor’s fifth Agenda which prioritize skills development, economic empowerment, and industrial growth,” Nyang’a said

He further announced a Ksh 15 million tuition grant for VTCs, plus Ksh 13 million in infrastructure investments at Kataboi and Lolupe in Turkana North Sub-County.

Representing ILO, Stephen Mwangi emphasized the vital role of trainers in shaping the future workforce.

“Our focus is on market-driven skilling programmes. By collaborating with TVETA, we are building the capacity of trainers to effectively implement the CBET curriculum,” Mwangi said.

On her part, Dr Peris Njoroge – Deputy Director at TVETA, underscored the Authority’s mandate of ensuring quality and relevant training. She described the transition to CBET as a major reform that aligns vocational education with the evolving demands of industry.

The training also unpacked TVETA’s regulatory mandate under the TVET Act, Cap 210, including accreditation processes for institutions, trainers, and curricula. The managers were guided through application procedures on the MIS platform, inspection protocols, Board approval, and structured feedback mechanisms.

Participants received a comprehensive CBET orientation on curriculum design, delivery, implementation, competence assessment, and quality assurance. The sessions clarified regulatory standards and equipped them with strategies to align training with occupational standards.

County TVET Director Stephen Eregae applauded ILO’s support, noting senior officers have already benefited from specialized training. He urged trainees to apply the lessons to improve institutional management and better prepare learners for the job market.

The workshop is part of wider capacity-building efforts to empower TVC and VTC Managers and Trainers, driving a demand-led, industry-aligned, and future-ready workforce.
