Turkana empowers first six communities to draft land use plans for titled lands

Six Community Land Management Committees (CLMCs) from Turkana South and Turkana East have concluded a one-day training on the development of land use plans.

This training was facilitated by the County Government in collaboration with Pamoja Trust, the National Land Commission (NLC), and the State Department of Lands.

The trainees and CLMC representatives were drawn from Lokwii, Kangitit, Nakukulas, Lotubae, Lokichar, and Lomunyen Kuparat — the first communities to receive land titles following the county’s successful push to transition from unregistered to registered community land.

Chief Officer for Lands, Leah Losiru, explained that the training was designed to equip CLMC members with technical knowledge to guide the process in their respective units.

“The law provides for a community-led process in land governance, including the development of land use plans. This training was meant to enable members to take part and contribute meaningfully,” Losiru said.

She noted that significant groundwork had been done with communities ahead of the training and lauded Pamoja Trust for involving key entities, including the Office of the Community Land Adjudicator, the NLC, and local community-based organizations (CBOs).

“This training is just the beginning. You are required to take a proactive role in empowering other CLMC members and fast-tracking the plans over the next few months,” she added.

One of the trainees – Lokichar CLMC member and Chairlerson of local land and extractives based CBOs, Ekai Eramram, shared that the county government’s support helped them realize the value of their land.

“We are aware that this push began with the creation of 157 units eligible for registration. We are very happy that the first six units are now moving to another level. This shows the county is serious about fixing loopholes in the land governance system in Turkana,” said Eramram.

With all land in Turkana initially classified as unregistered community land — making legal transactions impossible — the ongoing process is expected to unlock opportunities for land to be tapped as a key economic resource.
