County reviews Community Scorecard findings to improve service delivery in Turkana West

The County Government, through the Directorate of Resource Mobilisation, Partnerships and Donor Coordination, convened a stakeholder forum to review findings from a Community Score Card (CSC) exercise assessing Health, Education, Water, Sanitation and Hygiene (WASH) services in Turkana West Sub-County.

Supported by Plan International, the first-phase review aimed to strengthen the findings and identify areas of joint action, ensuring that the exercise addressed community needs and enhanced evidence-based planning, coordination and accountability in service delivery across Kakuma, Kalobeyei, Letea and Lopur Wards.

The CSC exercise was conducted under the Climate Proofing WASH Services (CP WASH) Project, a three-year initiative running from December 2023 to November 2026.

Speaking during the meeting, Deputy Director for Resource Mobilization, Partnerships and Donor Coordination, Mike Aupe, said, “The scorecard findings will help the county strengthen coordination and direct resources to prioritize community needs.”

Aupe also urged partners to share survey findings to avoid duplication and ensure that interventions target real community needs.

The Deputy Director for Resource Mobilization and Partnerships in the County Assembly of Turkana, Wilson Ikamar, highlighted the importance of using community-generated evidence to inform policy decisions, planning and budget prioritization.

He also emphasized the role of social and behavioural change along with sustained community awareness in improving outcomes in health, WASH and education.

A representative from Plan International, Dorothy Moga, assured the county of continued support, noting that “the project gives communities full ownership and promotes localisation.”

Key recommendations from the discussion included enhancing inclusivity, accessibility, expanding outreach, creating awareness, improving governance, strengthening infrastructure and supplies, scaling up menstrual hygiene management and boosting human resource capacity.

The meeting brought together representatives from the Ministry of Health, Water, Education and County Assembly. Other partners’ representatives included Agency for Cross Boarder Pastoralists Development(APaD), Water Mission and Swisscontact.
