Turkana hosts energy mission to spur investment in host and refugee communities

The County Government hosted a Global Platform for Action (GPA) mission aimed at unlocking investment in sustainable energy solutions for host and refugee communities.

The multi-stakeholder engagement brought together government officials, development partners, and donors to identify investment-ready opportunities and strengthen coordination in the energy sector.

During the engagement, discussions focused on reviewing and updating the Turkana County Energy Plan.

The Chief Officer for Energy and Mining, Triza Amoni, said access to reliable and clean energy is critical to economic growth and environmental sustainability.

“Energy is a key enabler of livelihoods and enterprise development. Updating the Energy Plan and developing a clear transition framework will guide partners and investors on priority areas,” she said.

The mission comes as the Turkana is the process of implementing the Shirika Plan and the Kakuma Integrated Socio-Economic Development Programme (KISEDP II), which aim to integrate refugee and host communities into local economies.

Global Platform for Action and NORCAP representative Iwona Bisaga emphasized the need for coordinated interventions and data-driven planning.

“We must move away from fragmented projects and adopt a unified approach that supports both humanitarian and market-based energy solutions,” she said adding that the plan review should incorporate updated data and stakeholder input.

The Director for Energy and Petroleum, Jackson Lojore, noted the urgent need for review of the current Energy Plan.

“Reliable data is essential in guiding investment, particularly in renewable energy,” he said. “Key priorities include solar street lighting, promotion of clean cooking solutions, and deployment of mini-grids through public-private partnerships,”

He cited limited private sector participation and inadequate financing frameworks as key challenges and called for partner support in facilitating the plan’s review.

Deputy Director of Energy, Geoffrey Eregae, highlighted the need for capacity building and public awareness to accelerate adoption of renewable energy and clean cooking technologies among the local population.

“There is a gap in public awareness that is slowing uptake. We are proposing targeted sensitization programs and the establishment of a renewable energy center as a training hub,” he said.

The mission is expected to catalyse donor funding and private sector engagement, positioning Kakuma-Kalobeyei as a model for sustainable energy access in displacement settings.
