County trains HR officers on Performance Apprausal System

The County Government has trained 50 Human Resource officers on the Staff Performance Appraisal System (SPAS) to strengthen their capacity to guide staff in setting service delivery targets.

Chief Officer for Public Service, Cathra Abdi said the exercise is part of a wider plan to empower staff to execute their mandate effectively.

The attensees were drawn from all County Departments and the Payroll Unit.

The training was facilitated by the Public Service Commission under the second phase of the Kenya Devolution Support Program (KDSP II).

Additionally, Chief Cathra divulged that the county was working towards strengthening its systems for ease of cordinating SPAS processes for all employees.

“This time, we have involved the State Department for Public Service in the process. With this, HR officers will now offer better guidance on SPAS-related issues,” she said.

She reminded the officers of their obligation to cascade the knowledge gained to staff under their supervision.

“You now have a huge task ahead. Ensure staff are properly mapped, set targets that align with departmental objectives, and submit progress reports regularly,” she added.

The training also exposed HROs to the newly introduced IFMIS-based GHRIS platform and its impact on staff management.

Deputy Director HRM, Peter Kebo directed the HROs to ensure all employees set targets once they resume duties at their respective stations.

“Now that you have been exposed to the entire process, you are required to be the bridge between staff and performance system. I am sure the knowledge learnt will be of great assistance,” he said.
