Deputy County Secretary Joseph Nyang’a, has urged the Directorate of Peace to immediately constitute an all-inclusive technical committee to finalize the Turkana County Peace Building and Conflict Management General Regulations in the next three months.
DCS Nyang’a, who was addressing peace stakeholders at a meeting supported by the Danish Church Aid (DCA) under the SPREAD project, said the document is the missing link in operationalizing the existing Peace Building and Conflict Management Policy and Act. The stakeholders had gathered to review the draft regulations.
“I want to say that peace remains one of the most important agenda of the County Government under the leadership of Governor Dr. Jeremiah Lomorukai. For that reason, concluding the regulation must be treated as a top priority activity,” he said.
He cited the cessation of conflict between the Turkana and the Toposa communities along the Lokichoggio-Kapoeta border as well as the Turkana-Matheniko border areas, noting that the county is keen on ensuring peace prevails in all conflict corridors.
DCA Project Manager, Nicholas Omwolo, said the organization’s support is aimed at strengthening the legal infrastructure for easy implementation of peace programs in the county.
“Through SPREAD, DCA participates in peace building by facilitating the formation of grassroot-level groups to drive the peace agenda. We hope that the regulations will assist us in ensuring the Community Action Groups (CAGs) formed comply with the legal requirements guiding such operations,” he said.
The Chairperson of the County Assembly Committee on Security, Administration and Disaster Management, Hon. Samuel Aliwo, said the committee would fast-track its input once the document is submitted to the Assembly.
Hon. Aliwo called on peace actors to consider initiating interventions particularly in Turkana East, which has a limited number of development partners.
“We ought to take peace and conflict management interventions to key hotspots that have never benefitted from any interventions despite the huge threat to peace and security,” he said.
Chief Officer in the Office of the Governor, Moses Korea, lauded partners engaged in peace efforts for their continuous support over the years.
“Turkana can now boast of having created a conducive environment for peace to prevail. Development partners have played a significant role in supporting the making of the policy and the Act. Support towards the regulation is certainly welcome too,” he said.
Chief Officer for Partnerships, Resource Mobilization and Donor Coordination Jane Rose Tioko, asked the development partners to formalize their engagement with the county through Memoranda of Understanding and inclusion in the list of partners rolled out by the county.
During the meeting, a team from the County Attorney’s office led by Director of Litigation Ekal Lokuruka unpacked the document and guided discussions to simplify the content for participants.
Lokuruka advised on the need to ensure that all legal instruments made by the county remain responsive to the dynamics of the refugee population in Turkana and the Turkana community’s interaction with the international community along Uganda, Ethiopia and South Sudan borders.
The meeting also benefitted from input by representatives of International Alert, Caritas Lodwar, Danish Refugee Council and TUPADO moderated by the Director for Peace Titus Lokorikeju.
