County commence preparations of Annual Development Plan FY 2026-2027

The Department of Finance and Economic Planning has engaged County Directors, technical officers, and development partners in a discussion on the County Annual Development Plan (ADP) for the Financial Year 2026/2027.

The plan will guide development priorities and is expected to shape how services are delivered.

The ADP is being developed through a consultative process involving county departments, development partners, and community groups. It will also consider the refugee community as part of the county’s planning efforts, in line with the Shirika Plan.

Chief Officer for Economic Planning, Samuel Ekalale, officially launched the ADP process and urged departments to set clear priorities as outlined in the County Integrated Development Plan (CIDP).

He emphasized the need to focus on youth empowerment programs and climate change interventions as key contributors to achieving the Governor’s 9-Point Agenda and advancing national development goals.

“This ADP must reflect clear priorities as outlined in the CIDP. We must focus on youth empowerment and climate change if we are to achieve the Governor’s 9-Point Agenda and contribute to the national development agenda,” he said.

The ADP builds on the CIDP III and will guide departmental budgeting and ensure that every programme is properly planned, implemented, and monitored.

Susan Aletia, from the Office of the UN Resident Coordinator, emphasized that County Directors play a critical role in translating plans into real action, and affirmed that development partners are committed to walking alongside the county to support programme delivery.

“County Directors hold a very important position in the implementation of programmes, and development partners are here to hold their hands to ensure the county succeeds,” she said.

Departments will now finalise their sector priorities and develop work plans aligned to the ADP. The process will continue to involve community groups to ensure that the final document captures the needs of the people. The ADP will be presented to the County Assembly of Turkana by September 1 for consideration.
