County Government, partners convene to strengthen coordination

The Directorate of Resource mobilization, Partnerships, and Donor Coordination, in collaboration with development partners, have moved to strengthen coordination mechanisms to prevent duplication of projects and ensure more impactful service delivery across the county.

The workshop focused on validating the Terms of Reference (TORs) for 11 newly established Sector Working Groups (SWGs) to provide clear roles and coordination rules that ensure partners work within one structured system rather than duplicating efforts.

The initiative seeks to align partners to work collaboratively rather than in isolation. The structure will enable partners to channel resources through clearly defined sector leads and co-leads, improving planning, accountability, and monitoring of county-wide programs.

Speaking during the opening session, Deputy Governor, Dr John Erus said, “We have the skills and capacity to make a real difference. What matters now is how we use them to create opportunities and deliver real impact for our people. Through coordinated structures, we can reduce duplication and ensure resources benefit the needs of the people of Turkana.”

Dr Erus noted that partnership is a key priority of the Governor’s 9-Point Agenda, adding that coordination will ensure programs respond to community needs and resources are used responsibly.

The Chief Officer for Resource mobilization, Partnerships and Donor Coordination, Janerose Tioko assured the team that the county will ensure down structures are coordinated adding that there is need to understand the roles and what is being implemented by both the partners and county government to serve the needs of the Turkana community.

On the other hand, Chief Officer for Gender and Youth Affairs, Epuu Joseph, highlighted the importance of inclusive program planning and stated that the projects implemented should address the needs and priorities of the communities.

Deputy Director for Resource Mobilization, Partnerships and Donor Coordination, Mike Aupe, guided the discussion and emphasized the need for co-creation and consultation to ensure interventions address real community needs.

Development partners also expressed their commitment to support the county-led coordination framework and lauded the Directorate for taking the lead in TOR validation.

Representing the UN Resident coordinator’s office, Susan Aletia, highlighted the importance of coordination in ensuring interventions address real needs. She expressed her eagerness to see the initiatives successfully implemented.

Once validated, the TORs will be adopted and operationalized across the county development systems through regular reporting, joint planning sessions, and standardized information sharing procedures.
