Residents of Kakalel Village Unit in Kalapata Ward,Turkana South have made a plea for the County Government to include their proposed development projects in the upcoming FY’2026/2027 budget allocation,
Speaking during the public participation forum in Lokichar, for the County Fiscal Strategy Paper (CFSP) 2026, the residents said, the lack of initiated development projects in Kakalel makes them feel neglected and marginalized with no tangible government presence in their area.
Ekitela Reuben, one of the participants from Kakalel Village, said that the proposed construction of Lotonguna dispensary, ECDE and borehole, Kakimat ECDE, borehole and construction of village administrator’s office should be considered as they are, arguing, these projects would have huge impact, creating much-needed opportunities for the community members.
According to Ekitela, sopel dispensary is the only one serving the area, with distances to other centres ranging from 37 kilometres from Kakimat to 70 kilometres from Lotanguna, way above WHO’s-five kilometre standard.
He acknowledged the need for more dispensaries in lotanguna and Katongun to ease pressure on Sopel, which serves Sopel, Kakimat, Katongun, Nakejuamosing, Lotanguna, Kaichapaluk and Etesiro villages. Over 600 households, Ekitela said, rely on the dispensary for medical services.
Another participant, Isaiah Ekai,highlighted water scarcity, with one JICA borehole struggling to meet needs of 300 households, a school and livestock. For this reason, Ekai proposes for two more boreholes at Nakejuamosing. He called for two more boreholes in Nakejuamosing and completion of stalled projects before the financial year ends.
The Team Leader and the Deputy Director of Monitoring and Evaluation, Michael Ekwanga, revealed the county’s revenue basket as Sh.16.5 billion, which includes; equatable share (Sh 14B), Own Source Revenue (Sh 800M) and conditional grants (Sh 1.7B).
Ekwanga remarked, “ CFSP outlines revenue, expenditure and fiscal policy directions for the upcoming financial year 2026/2027.
He further added that priorities for the eight sectors stem from January’s Sector Working Groups (SWG) meeting in Lodwar.
Similarly, the Team Leader noted, the CFSP process follows public participation of Annual Development Plan (ADP) in September, 2025.
The Turkana South Sub-county Administrator, Simon Koloi, stressed empowering administrators to certify completion of projects for payment, avoid installed projects.
The participants for the public forum were drawn from Kalapata and Lokichar Wards comprising of Civil Society Organizations, special interest groups, and professionals.
Deputy Subcounty, Ward and Village administrators, Members of Esanyanait traditional Assembly were present during the forum.
