Aroo Sub-county residents advocate for Community-led Project Management Committee in 2026/2027 Budget

The residents of Aroo Sub-county have advocated for establishment of community-led Project Management Committee (PMC) in a bid to supervise and monitor projects to ensure they are completed within stipulated time frame.

Participants said this during the public participation forum of the County Fiscal Strategy Paper (CFSP) 2026 at Lobokat.

Peter Ewar, elder from Kakong’u, Lobakat Ward urged the county to involve administrators in supervising projects using community-based monitoring systems.

According to Ekwar, he blamed incomplete projects on lack of supervision, allowing contractors to do as they please.

He suggested Members of County Assembly should to legislate to address the issue.

Community members, as project owners, should be involved in supervision and given the capacity to oversee projects.

The elder emphasized community participation in projects fosters ownership and sustainability, equipping them with useful skills.

Hellen Ebei, representative PwDs, lauded the county’s first time allocation of Sh 20 million.

She proposed using thee fund for the Aroo Sub-county Rehabilitation Centre integrated with ICT for PwDs.

She urged the fund be increased to Sh 30 million in future to better support PwDs.

Supporting the idea of PMCs, Turkana South/Aroo Sub-county Team Leader, Michael Ekwang’a noted the County Government’s Policy already advocates for establishment of PMCs from county to village level.

He said county administration involvement throughout the project cycle boosts socio-economic accountability and strengthens oversight in projects.

If established, PMCs main role would be overseeing project implementation in their areas.This way, Ekwang’a said, ensures timely corrective action to avoid project delays.

The Team Leader further stressed adopting a whole government approach in county project planning and implementation. Ekwanga emphasized regular project monitoring and stricter payment approvals.

The Aroo Sub-county Administrator, Alfred Lomodei agreed on community-led PMCs, with administrators having final say, knowing project sites best.

The participants were drawn from Lobokat, Kaputir and Katilu Wards, comprising of Loyapat, Katilu, Kainuk, Kaputir, Lorogon, Kalemungorok, Kanaodon, Lokapel, and Korinyang Village Units

Deputy Sub-county, Ward and Village Administrators attended the public event.
