Turkana County Begins CIDP III Mid-Term Review

Turkana County Government today has commenced the County Integrated Development Plan (CIDP) 2023–2027 Mid-Term Review, bringing together key stakeholders to assess progress made in implementing the county’s development agenda.

The five-day workshop, themed “Taking Stock of Progress, Strengthening Accountability and Repositioning Turkana County for Accelerated Socio-Economic Transformation,” will require Directors to document critical lessons that will help shape the remaining CIDP period and inform future planning cycles.

On his remarks, Deputy County Secretary, Joseph Nyang’a, underscored the importance of the Mid-Term Review in evaluating the county’s progress against the CIDP III targets.

“CIDP remains the county’s central development blueprint, guiding priorities, resource allocation, and the overall development direction. Additionally, special attention should be on flagship programmes and their impact to the communities,”he said.

DCS emphasized the need for all Departments to provide accurate and verifiable data, progress reports aligned to implementation matrices, and findings drawn from monitoring and evaluation systems to support evidence-based planning and decision making.

“As we undertake this review, we must honestly assess what has been achieved, identify projects that are on track or delayed, understand the causes of implementation gaps, and evaluate the efficiency of resource utilization across departments,” Nyang’a said.

He also called for stronger interdepartmental coordination, particularly on cross-cutting programmes, to eliminate duplication and improve service delivery efficiency.

The workshop is expected to produce a comprehensive Mid-Term CIDP performance report, actionable recommendations to strengthen implementation, and enhanced monitoring and evaluation mechanisms.

Nyang’a urged participants to actively engage in the review process with openness, honesty, and professionalism, noting that the success of CIDP III depends on collective commitment to accountability and effective service delivery for the people of Turkana County.
